Short-term rental rules in Scottsdale and Phoenix, and how to see the permits on a map
Arizona is one of the friendlier short-term rental states because state law blocks cities from banning them outright. What cities can do, since a 2022 state law opened the door, is license them, and the two biggest STR markets in the state both took the offer.

Phoenix backs its permit with fines that run $500 to $3,500 per violation, and both cities can shut a property out of STR use after repeated verified violations. The state ban on bans protects the use, not any particular operator.
Why the permit map matters more than the rules
Every permit is tied to a parcel, and the pattern of permits tells you things a listing site cannot. Pull up a Scottsdale block and you can see whether you would be the first STR on the street or the ninth. Density cuts both ways: a corridor thick with permits proves demand and proves the neighbors have seen it all before, while a street with none might mean an untapped pocket or an HOA that prohibits it. The permit layer will not show you the HOA; read the CCRs before you rely on state law, because private deed restrictions are the one thing the legislature did not override.

- Zoom to the block you are considering and count the dots around it. Open any dot to see the parcel behind the permit.
- Cross the permit view with the values on the card. A permitted property's sale history tells you what operators, not homeowners, have been paying.
- Check the parcel's legal class on the card. A house running as an STR is a rental in the assessor's eyes, and the tax math changes with it.
